Management is what it is all about.  Boards must manage budgets, the management company, and the community.  This is no easy task by any means.  Unfortunately, some boards don't have the proper skill set to manage everything effectively.  While an "A" for effort may be awarded to students in grade school, unfortunately it doesn't apply in the real world, or at least in HOA's.  So a board with no management skill try as they may will only find themselves frustrated and behind.
